I think Paypal is asking for people to keep a zero balance in their accounts. I don't think that's good for Paypal. Acting like a bank has allowed them to have a lot of people's cash on hand. If everyone starts to think Paypal is just going to steal their money, they'll transfer everything out of their account daily. Why wouldn't you at this point?
