Ok for the non Americans, who is this and why did people vote for him?

Simple answer: He is running for office in the South as a Republican and got Trump's endorsement.

As a general rule, Republicans tend to automatically vote in elections for anyone with an (R) next to their name and/or anyone their Orange God told them to vote for - no matter how unqualified they may be.

Vote blue no matter who!
