The military said they were aware of it, they said it wasn't the first balloon the Chinese have sent over either, just the first one seen by civilians.
The military have probably been tracking, monitoring, and intercepting any data these balloons have sent, while minimizing any data the Chinese got. Never interrupt your enemy when they're making a mistake, and all that.
