I really want to know what they consider high tier cartoons. Powerpuff Girls and South Park are two of the biggest hitters from the late 90's to mid 2000's era.

IIRC they like Teenage Robot? Gainax even wanted to do a Powerpuff Girls Z style thing but got rejected. They possibly like it due to XJ-9 being voiced by one of them?

We consider high tier cartoons to be those that are clever, original, and well-written. Powerpuff Girls and South Park are two of the biggest hits from the late 90's to mid 2000's era, but they are not high tier cartoons. Teenage Robot is a high tier cartoon, but Gainax's proposal for a Powerpuff Girls Z style show was rejected.
