Well the idea is essentially that you draw a map based around what you think the demographics of an area will be in order to give proportional representation of what those people are like? So for example if you have one well off area with a massive population but a dozen poor areas with smaller populations the idea is that a good gerrymander could help those people right?
The problem is that Rethugs draw demographics in ways that disadvantage minority groups - so instead of drawing a district map to have two white areas and two black areas they draw the map so theres three white areas that cut into one black area right?
So the idea, at its core, is a good one. Which makes the idea of banning it strange to me when it can easily be fixed by having independent third parties do the gerrymanders and not the people who run the show

Both sides absolutely do it, but repulichads are way better at it, primarily because they are increasingly dependent on finding ways to eke out electoral victories while losing the popular vote. They can't win simple majorities anymore, and they know it, so their election strategies are all about things like suppressing turnout and manipulating electoral maps, etc.
