Which I think is a fun idea! Twitter has similar where you can browse Instant Message style DMs without leaving the page you're on, by clicking a tab on the edge of the screen.

Ping groups can already be usurped if approvals/rejections don't happen for 30 days.

You should also make it so that applications are automatically approved in 30 days if they aren't rejected.

This still forces a 30-day waiting period for Le Bad Faith applicants before they can troll a ping group, but also lets Le Good Faith applicants join ping groups that the top owner has abandoned.
