The same reason its awefully strange you have to pay an aboriginal large amounts of money to tell you whether digging a hole is ok. It's just awfully convenient that the solution to the problem is giving money to the group that might complain

The Abo thing is government-mandated and is basically a wealth transfer from citizen to Abo. People want gibs and are fine having government it take it from others so that they can engorge themselves.

The kosher/halah is set by their religion and paid by their members. It's a voluntary exchange. The other isn't. Not really strange.
