OK, let's agree with your POV here. But it doesn't explain similar intra-community responses (or lack thereof) to things like single parent homes, STDs, education, violent crime, financial literacy, actual literacy, homelessness, mental health....I could probably list 40-50 more things fairly easily.

Poverty is a response to pretty much all of these. Inter-generational, culturally-engrained poverty especially. It's not specific to burger ๐s either, the historically impoverished communities share the same exact problems worldwide. Propensity towards all these things is so obviously and directly related to parents' income, that any other explanation is secondary at best.
The only solution is socialism!

Of course life is messy. But in this case you can clearly see that by far the strongest correlation between the rates of all the things you mentioned is social class, or, more obviously - income. If social class has a historical ethnic component to it - then it becomes tied to an ethnicity, too, though it is nowhere near permanent and can easily be reversed.
Let me give you an example - there was an institutional, legalised discrimination against Jews in the Russian Empire. As a result of it (at least partially) - they were the majority of the underclass on the western fringes (the only places they were allowed to live) and were criminal as shit, to the point that to this day a lot of criminal jargon in Russian has Jewish roots. And that's Jews, a group that always had a massive, extremely rich merchant class and propensity towards helping each other on ethnoreligious basis. With less organised groups, it's nowhere near as easy or as quick to escape intergenerational poverty.

Here's the thing - I just see black communities around the world and there's an unbroken theme across time and space. In Africa the issues are either ignored for political reasons by the west or blamed on colonialism. Apologists say the issues are complex, but in the next breath provide simple root causes.
