You're just not allowed to put other things that you might colloquially call "mail" but that the post office does not view as such. Mostly just part of the postal monopoly, USPS wants their cut

Mailboxes are one of those weird sovereignty zones from like the 1700s that exist in a weird legal space because all of society used to revolve around them and they had to protect them.
Basically laws were created so that society could function because mail tampering could literally upend the nation, and you can't really change anything because it's basically a legacy framework for a ton of other laws.
