Usually a staff member would highlight such a day or event to celebrate with HR so they are aware. It's not HRs job the organise ever special day in a calendar. Maybe you should have highlighted before the day to organise something.

HR's job is to act as thugs for middle management and to back them up when they try and bully people out of the company they don't like as well as fill peoples inboxes with a bunch of shit that no one reads so the company can claim that their 'taking action' in what ever hot button social topic or employee head patting fad is going round at the time.
