It is allowed. Most people usually ask for 3 months to a year. You can negotiate, but if you don't pay they can stop paying rent and frick you (-9)

This is very sane advice. I am some emotional addendum. OP said they are not in a financial situation where they can't afford to pay 25k. If this is correct, then OP should absolutely take this to court and let the tenant drag it out. Even if it takes a year, they are still going to get the rent. If the tenant stops paying rent, then OP can file for no rent payment eviction which is faster than the N12 ones.Edit: to all those coming in and saying that OP can so they should, I understand that OP can. Renting below current rate is not a favour / gift. They're simply paying the rate based on where they started living there. This is why tenants have no more empathy towards landlords. The lack of consideration LL have for tenants is really troubling. That being said. If you follow the rules, you can file to LTB, get a hearing in 6-8 months, and have them evicted. Cash for keys is a way for them to compensate the higher rent they'll have to pay and moving costs. 20k is more on the higher side, for sure, but that's only 18 months of rent difference if you think about it. As of right now, there is no indication that OP's tenant will stop paying rent, so a faster L1 eviction is not an option. By 'uncooperative', I meant someone that was prepared to drag out the process, for example by requesting a review of the original hearing or even appealing to the Divisional Court, and by coming up with plausible (but not necessarily true) reasons for delaying the eviction based on RTA s.83, which forces the Board to consider potential hardship to the tenant. (2)

You're missing the point. You can tell them to move out, but they can just refuse. You can evict them, but they've made eviction proceedings take several months. Hypothetically you can probably obtain a judgment against them for the missing rent (they won't be paying you during this time) but then you've gotta collect on their asses - realistically you won't get much, certainly not the full value.

So they've decided its easier to just pay them a lump sum that's less than what the missing rent would be and wipe their hands of it early.

This wouldn't be a thing if evictions didn't take fricking ages to process. Plus there are seasonal restrictions too - I'm pretty certain you can't evict people here in winter for example.

Yeah it's insane. You can issue a notice of eviction the instant the rent isn't paid but to get a sheriff to evict anyone forcibly takes over a year. Tenants are aware of this and lots go decades without actually paying rent. They move in, get "evicted" in 2 months and then stay for years.

If you do anything to get your property back you will face severe and immediate consequences.

When I had delinquent tenants I would antagonize them by showing up with a realtor unannounced and just barging in.

That's how basically all severance pay works, you get your [month to six months depending on your contract] paid upfront, and then you frick off that day so you aren't half-butting your work knowing you're getting fired at the end of the week or doing anything malicious.

Then again they're communists, so they would also need to be explained the concept of "gainful employment"

Severance pay typically has a different function. To receive it, you usually need to sign a contract that prevents you from being able to sue your employer. Many also include non-disparagement clauses which I find funny.
