This is incredibly r-slurred. Yes, the cases surge in the winter, for the same reason people get a few orders of magnitude more flu and cold in the winter - which is why the entirety of the planet's north is currently experiencing a spike.
Florida is tropical. It doesn't really have a winter as such, so the problem suffered by places with winters is inapplicable to them
