I'm not so sure.
Ukraine was pretty dreary and backwards, but I don't think it matches the hellscapes you get in some of the more poor industrial areas of China.
And even if you go to the better parts of each country: I loved spending a month in Odessa, but I wanted to blow my brains out after 2 weeks in Shanghai.

I lived there for several years. It's not a good place to live and quality of life is pretty bad for most people in comparison to Western countries, but at least things were getting better for a period of about three decades. Now that seems to have reversed and the economy is in a pretty dire state these days.
If you go there as a tourist or highly skilled foreign worker then you're probably not going to run into a lot of the issues that impact the Chinese populace at large (you will have other problems though). Just about any East or Southeast Asian country is better to visit and live in than China.
