I think if it succeeds it'll be largest geoengineering project in human history? Can't think of anything of this scale, Chinese have obviously dug their grand canals in the past but those were for communications more than water management. Unlikely to be extended till Xinjiang IMO, that'd require massive amounts of water lifting for minimal returns from agriculture in hostile territory. But still, even if they dig 3000 km of that. They're basically constructing a river where none existed.
