I think if it succeeds it'll be largest geoengineering project in human history? Can't think of anything of this scale, Chinese have obviously dug their grand canals in the past but those were for communications more than water management. Unlikely to be extended till Xinjiang IMO, that'd require massive amounts of water lifting for minimal returns from agriculture in hostile territory. But still, even if they dig 3000 km of that. They're basically constructing a river where none existed.

Only 7% of Brahmaputra's water comes from China. It isn't an issue, we have reservoirs there to hold monsoon waters we don't need constant glacial flow.
That being said if they are to sustain those volumes they'll probably permanently dam off the river. It should be used as a precedent for us to put IWT on table as negotiating chip. If China can cut off a whole river we def don't have to keep letting it flow to a hostile state.
