Not only is this true, but did you know that a lot of asians are unable to wink? They can't close one eye and leave the other one open. This was very frustrating sometimes in WW2 when trying to teach guys how to shoot. Sometimes you'll see it dramas where they wink but they have to scrunch their face up into a little ball to do it.
