Someone complained about my yard again and TWO bylaw officers showed up to investigate, front yard and back. They told me the yard and lot maintenance bylaw applies to grass and weeds over 8 inches. It cuts the grass like scissors instead of ripping it. I think it dries or kill the grass less since the damage is smaller.
I can attest to these claims as i have a reel mower and there was an obvious difference between my side of the lawn and the neighbors. its partly why they use them for fancy places and golf courses.
