Depends, the Brazilian Military was very eager to rule (1964-1985). The problem is that full military juntas lack legitimacy so they're more like β€œprovisional governments”, they need a civilian cabinet and a political party support in order to perpetuate for decades. The Brazilian Regime was an hybrid, that's how it lasted for so long.
