I have a a lot of questions too, and the article looks half baked. I'm guessing the city is frustrated that Target hasn't taken greater measures to stop theft and is relying heavily on city police. In some of the videos the Land Park neighbors took, there are no security officers outside of the Target dealing with the thefts. So if this multibillion dollar corporation isn't paying for enough security, are tax payers being forced to subsidize Target's security? Maybe that's the argument.
