They can't, it essentially just tacking on additional fines from the stores needing to spend money on lawyers to defend themselves

They want to fine or allow residents to sue the corporation for removing the store. Y'know, the threat of losing money should keep the store around in a spot that's constantly losing money due to thefts. The same thing type of ordinance is being pushing in NYC and Chicago. Can't imagine why.
