Rohypnol is not commonly used. The rates may indeed be higher because not everyone self reports their sexual assault. In one Parisian case study, 60% of 119 self reported spiked drink sexual assault had benzos in their system, 18% of 1014 in UK had a sedative in their system. though the study acknowledges its not knowable whether this was voluntary or not. Almost half of in the UK study had alcohol. 18% had excessive, meaning 4x the legal driving limit.

Tolerance is BS, and people are wrong that they can't get blasted by a single fruity drink. Forget the BORG tier homemade margs, even beach bar margs are a beer and a half. You can down those things in a gulp. And tolerance varies so much day to day, so even a strong drinker can go down after 3 of those.
Having an unusually low tolerance that day is infinitely more likely than someone spiking your drink. Just skipping a meal makes alcohol twice as potent. Meds and sleep, and god knows what else have as much an effect.
