The electric discharge would obviously be entirely voluntary. I've never seen the show because I'm not 5 or overweight and smelly but I'm sure I've seen gifs of Ash hugging Pikachu, so it'a definitely not A. The electricity is a combat skill so it also wouldn't be set off involuntarily from pleasure or any other strong emotion. Do you randomly punch someone when you're getting really good head? Absolutely not, you do it on purpose. I also remember a mechanic from the game in elementary school, PP, which is how many times the pokemon can use a specific move. It's limited. It wouldn't do at all if pokemon were constantly tiring themselves out just from expressing emotions.
No. This is the equivalent of throwing a punch except more or less definitely lethal. Any pikachus that involuntarily discharged electricity would have long since been bred out both naturally and intentionally.
