Cub is a reoccuring issue in furry spaces and mods generally refuse to enforce it properly because they're not willing to put a ban on large popular fanart fandoms that contain underage characters as it represents such a big percentage of users (sonic being the major one, but also ninja turtles, beastars, pokemon/digimon, five nights at freddy's, undertale, and a huge number of video game and cartoon characters like spyro, midna, link etc)
