The CIA had a really hard time gathering accurate information on the Soviet Union. Heck everyone, even the Soviets didn't have accurate information on the Soviet Union. Even the collapse came as a shock. There's a great book called Collapse about the fall of the USSR. There's a B plot about the American response. Everything came as a shock. Bush had to be woken up at his vacation home when the USSR dissolved. Ironically, the only time commies mention the CIA as a credible source is when they bring up that study.

I remember reading about a Soviet defector, an economist who worked for Gosplan, who arrived at the US in the late 70s and warned the Americans that the Soviet GDP was just 1/4 that of the US (the Americans estimated it at around 50% of the US GDP) and that the country was going through an economic stagnation which could end on a crisis.

When Brezhnev coup de ta'd Khrushchev, he brought in an era of stagnation. Andropov knew this back in the early 70's. He warned Brezhnev about it, but was ignored. Andropov was head of the KGB so he was the best informed of all aperachiks. Had he taken over in the 70's the USSR may have survived in a way, though more akin to China. Gorbachev was Andropov's protege and instituted his reforms, but by then it was too late. Contrast that with Deng Xao Ping in China who saw the writing on the wall after Mao died.

The CIA went by claimed production numbers for raw ingredients, like milk, flour and the like.
They completely ignored (because they had no way to estimate it) the rampant lying about production or the inefficiencies and idisyncracies of the system fun story about soviet whaling. If the soviet prosuction report said they prosuced 200 tonnes of grain, then the population had 200 tonnes of grain to eat. The loss during processing due to the outdated peocesses, the inflated production numbers, the corruption... all of it wasnt factored it.
