Something like 8 years ago I took this contract with the US Navy. It was completely non-classified, so there's no issue talking about it. It was 100% on site, so every week I flew to Hershey, PA and had to work in a big cubicle complex that was unfortunately located on a military base. If you've never had the pleasure of working for the feds, you have to apply for the job by filling out a really fun form called the SF-86, which is the most massive background check form you can ever imagine, which includes fun stuff like listing every address you've lived at in the last 15 years as well as contacts for each of the addresses you list in case they want to call your neighbors and shit. And lest you think I'm anyone important (I'm not) you have to do the SF-86 even if you're only trying to work in the fricking cafeteria in a federal building.

In any case, it takes approximately 90 days for the Office of Personnel Management (HR for the feds) to read your massive form and rubber stamp your job application. Because it takes so long, you are granted the grace of the government to work with a temporary pass in the mean time. However, because you are not trusted, you are not allowed access to any government computer systems. As an IT person, it turns out this means that you are both expected to report on time to your job and be at your desk every single day, in my case about 2000 miles away from my house, and also you're not allowed to do any work at all.

If you are unfortunate enough to work for the Navy, you are granted the government's grace in the form of a non-renewable 24 day guest pass allowing you the privilege of driving your rental car onto the military base so you can sit in your cubicle and not do anything. Note that I said NON-RENEWABLE and 24 DAYS, which are important notes considering it takes 90 DAYS to be trusted. So once my 24 days were up, I was still expected to report to work as usual on the base, but every day, I drove up to the guard shack, and I talked to the same fricking humorless prick that worked there, EVERY FRICKING DAY, and he acted EVERY TIME like he had no idea who the frick I was. Why are you here? Who do you work for? Sit here while I call everyone for approval.

Despite getting paid like $100/hour to do NOTHING, I actually quit that job. If you want to know why the government can't seem to get anything done, ever, now you have just the slightest insight into why that is.
