"nobody called it in" is not the same as "we didn't immediately dismiss the report".
Police can decide whether or not to act on a call for minor crimes like this.
Like, the vast majority of "reckless driver" calls just get an "ok, thanks for your call" and maybe a quick "hey keep an eye out for a black Nissan driving like shit". But, sometimes they'll actually try and contact the owner of the reckless car.
I know the example kinda went the opposite direction, but sue me. Most driving calls are ignored despite it involving illegal acts, so it's not impossible for police to ignore "stolen cat" calls
