Carve-outs are the norm for any large-scale commercial developments, and the terms are almost always unique for each project. Also, companies controlled towns all the time through the 20th century, and we literally called them "company towns."
What isn't normal is capriciously removing a carve-out in retaliation for otherwise-protected activities.
