I read a history of the Holocaust and the author said the same thing, the holocaust could only have happened in a state of anarchy. It was started and perfected in between the spaces between civilization, mostly in poland between germany and russia, where people were just trying to survive and all civil power was in ruins. Seeking your political fortune in that environment is probably a going to backfire spectacularly.

The Holocaust was a product of war and ideology, not anarchy. People were trying to survive in occupied Poland, but not because of state collapse, rather because the invader was trying to starve them on purpose by restricting caloric intake by poles. The anarchy thing would rather fit the Rwandan genocide or the pogroms in the Russian Empire but not a totalitarian state deliberately committing mass killings because of ideological reasons.

The point was the circumstances of destroying civil order creates environments of anarchy (usually outside the main cities) which spawns the worst sort of human misery which feeds back into the parent. It wasn't about the causes that makes people want to destroy everything in the first place and radically try dumb shit.
If you read the history leading up to the white army fighting the reds in 1910 Russia it was the same story. It was all cool revolution in the cities but in the rural areas and Ukraine it was just pure brutal experiments in killing off landowners and anyone vaguely successful by semi organized mobs/militias. Not surprising the crazy violent dudes beat out the intellectual ideologues.

That's the debate between functionalism and intentionalism in Holocaust studies.
@PatriceOneal is referring to the functionalists interpretation that the Holocaust was started from the bottom up before being sanctioned by the high command while you're referring to the intentionalist interpretation that the Holocaust was started from the top down.
Both agree that the Holocaust was the inevitable conclusion to Nazi ideology and sanctioned by Hitler though differ in how that point was reached.
