Argentina, in first place, has a long history of left-wing-oriented politics and idiosincracy; you're talking about an event that happened ~80 years ago. Second, it's been illegal since forever to drive and be drunk; even a small lecture of aclohol/blood L is enough to be stopped and forbidden to drive. The alcohol test they tried to do to those Russians is a routine test. Third, anyone living in a country must obey the countriy's laws.
