Personally I think it's cause the culture has social interactions go through very strict rulesets with little opportunity (or need) to develop the nuanced social awareness that other cultures have. You can sort of compare it to East Asian cultures but the thing is while they have a bunch of rules too the civilized Chinx and Japs are taking into account a ton of unspoken social cues the whole time, and they still need to maintain it in the presence of their inferiors/outsiders. For South Asians it's just a matter of appearing subservient to superiors and not giving a frick how you appear to your inferiors.
