my work friend once took an uber from home to work and the guy was apparently super creepy and kept texting her afterwards and when she wouldn't reply he called our workplace asking for her ππππ some days later she said she saw him outside her condo, but she didn't want to report any of this bc she was scared that he knew where she lived and worked

Unfortunately it's a coin flip whether filling a report causes an escalation. And the report itself does jack shit other than create a paper trial, which can be useful, but won't protect your butt at midnight when a psycho is waiting outside your home.
And when you add to that that certain types of psychos take the filing of the report as a personal insult, well, sometimes it's legitimately better not to do.
