This basically means the universities have a blank check from the government, who in turn guarantees footfall through student visas.
This has led to the senior leadership of every uni from Cambridge to Bumfrick Greybuildings Sheffield to pay themselves unbelievable salaries
at the expense of the taxpayer. It's an outright scam to which the bong teenager has no choice but to sign up because not having a degree guarantees you a life as a 
poorcel (although having a degree also does).
