The actual age of consent is at the prefecture level none are actually at national minimum so there is nowhere in Japan that it is actually legal to frick 13 year olds.

That's always been more of a joke than the actual reality of the situation. Similar to the US, the different prefectures have individual laws that almost all set the age of consent at 17 or 18, so the national age wasn't really a big deal.
Now, the actual enforcement of these laws, and the rather weak punishments when they are convicted, on the other hand, are an issue.
