This is a screenshot from the popular nickelodeon show "Spongebob Squarepants". It's from the season 3 episode "As Seen on TV". In the original episode, Spongebob is shown in the background of a TV commercial for the Krusty Krab restaurant (Spongebob works as a cook for the establishment). Upon seeing this commercial, he points himself out excitedly to his pet snail Gary. He exclaims "Look Gary, there I am!". This quote and screenshot from the original episode went on to become an internet meme that is frequently referenced when one has a small cameo in a piece of media. I am referencing that meme with my post, pointing out that I show up for for a small window of time in the video in the OP. I hope that answers your question.
