Explanation A: the guy who made the cartoon also made Dexter and Samurai Jack, both heavily influenced by anime and both used innuendo to imply more adult themes. So for example using oil instead of blood. With this scene it's probably there to imply she's wanting to say "I can frick you for better grades" but since technically it's never said the censors are less outraged even tho it's still a sexually charged scene because nothing is ever said as extreme as that but the more adult storyline idea can be used and the boundaries of mainstream animated storytelling can be pushed to tell hypothetically deeper and more adult stories
