both times fascists secured power it was legally, only after they were in power legally did they start clamping down.
in fact Hitlers failed putsch led him to never attempt anything like that again. the conservatives in Germany defended him and had him tried by a right-wing judge that gave him a slap on the wrist under the idea he was simply a patriot and nationalist that cared about Germany.
the idea being elected means you won't try anything extreme is just bonkers, it's ahistorical.
the myth of the fascist coup in italy is a big driving force for this misunderstanding of how fascists operate.
