FBA = Foundational Black Americans. This is a term Tariq and people like him use to distinguish the descendants of enslaved Africans in America, from other African Americans, Black people in other parts of the new world, and most importantly from Africans in Africa. People like Tariq believe that reparations are owed (because slaves literally built everything in Americ)a but only to those descended from slaves in the USA- other black people need not apply.
Tether/tethered is describing a black person in the Americas who is overly concerned about their specific African roots and other things connecting them to the old world. Think celebrities focused on finding their specific tribal heritage, return to Africa movements both historic & present, and pan-African types. This reduces the emphasis on the commonalities that FBA's in the Americas have- their heritage of bondage/abuse as well as their contributions in the new world. In Tariq's mind, those hyperfocused on the African part of their identity are focused on the distant, irrelevant past instead of their more recent, common experience.
