It's absolutely illegal. The official term is (or at least was) even "illegal alien." It may not be a crime, but something can be illegal without being a crime.

Illegal alien was the informal term but they were undocumented or excludable aliens officially 50 years ago and that's still the official name today.
Crossing the border outside of an official border crossing is illegal under 8 USC ยง 1325. Being in the country without status is covered by 8 CFR ยง 214, it's administrative not criminal.
Most of them don't sneak over the border. They show up and claim asylum. 40% of them are eventually granted status but even if they are not the wait times mean they will be here for 10+ years.
