To be fair that's pretty much what it was for. The problem is that redditors not only treat the down arrow as a "frick you" button, they also behave like a hivemind, upmarseying what is already upmarseyd and downmarseying what's already downmarseyd. And given how many there are now, it leads to massive swings.
