Context: The annual Tata Steel chess tournament is going on. It's generally the first big event of the year, and consists of two invitational tournaments (the Masters section, consisting of top players, and the Challengers section, consisting of younger up-and-coming players) as well as multiple tournaments for amateurs. This incident occurred in the challengers section, between Uzbek grandmaster Nodirbek Yakubboev and Indian grandmaster Vaishali Rameshbabu. When Yakubboev arrived at the board, his opponent extended her hand to shake (you do this before a chess game). Instead of shaking her hand, however, Yakubboev seemingly declined with a hand gesture and sat down. He also didn't offer his hand when he resigned at the end of the game (there's videos in the reddit post).

As already outlined in the OP, it depends on the group. Kazakhstan is Sunni majority, and all the Sunni madhabs would consider a handshake in this situation(young woman which is not a part of the man's family) to be haram. Hanafis, the predominant madhab in Kazakhstan, allow for the exception of elderly women, if they do not arouse desire.

Theres many times players have been penalized for refusing to shake. Most of the time it had nothing to do with women. Its mostly Israeli and Iran players refusing to shake or Russia and Ukraine. Yes technically he is breaking the rules, but the current thing in chess is challenging stupid rules after weeks ago the No.1 player refused to take off his jeans after told to. The thing is, he forfeited the game and left tournament, and didnt try to justify his actions unlike here. This incidence is nothing but women just trying to get attention for themselves and make it about themselves again tbh.
