CCP has been trying to expand its propaganda machine to the non-Chinese, but I really can't say how effective they are. I think they tried to get people like Jackson Hinkle (why) and John Mearsheimer to simp for them is probably what they could muster for the rightoid audiences now.
I sometimes suspect it is their bureaucratic infighting making them less effective. On one hand, you would see their talking head salivating that Chinese are having a bad reputation, reasoning that the West would become more racists against Chinese, turning the diaspora to warm up to CCP; on the other hand, you see them seething that Chinese do not receiving standing ovations wherever they go.
