From what's I've seen/read this looks like it's going to end up being pilot error on the helicopter. The tower was talking to the helicopter right before the crash happened informing them of the flight and then asking if they see it. The Helicopter confirms and then promptly crashes. The speculation is that the helicopter pilot mistook a flight taking off for the flight landing. The helicopter was also flying way higher than they are supposed to be from what I have heard. Of course this is all from random regurgitated social media posts. But I'm not sure Trump's order had any affect on this.

Apparently the flight had a bunch of figure skaters part of a program for training the next generation for team USA. So maybe it was a Russian hit job to take out the US's future Olympics competitors.

American Air Traffic Control is a mess and there are regular near misses. I can see it being both bad ATC and pilot error when the reports come out
