By the time the card is market valued to it's msrp, the value of finding a brand new in box will go up so pretty much no you will never get a better opportunity than at launch for these high end cards if you don't want to buy used

Use ebay and filter by the seller having a return policy. Read their product description. If what you get is not as described, you just ship it back and get your money back. I've hardly had to do this, and the few times I did, I had no problems getting my money. I've bought and sold 100s of PC parts and PCs on ebay.
Also, only buy from people with high ratings. Not losers with 0 stars or a few because it's most likely stolen or a box of rocks.
