Yeah poor white crime is usually low level property theft. Like stealing copper wire out of construction sites or old buildings, stealing cowtools, cutting catalyst converters off of cars, etc. But the actual violent crime rate tends to still be low.
Look at the homicide rates between West Virginia (the poorest mayo state) and Mississippi or Louisiana (the poorest BIPOC) state for a good example of this.

It's easy to place incentives for behavior that doesn't ruin everything, with enough capital (not from the government tho) to throw at it. Hence the first thing I mentioned being security. Like private, 24 hour security that gets on the case of any drug dealer and cameras everywhere. Separated parking to minimize the level of interaction between the section 8s and the wealthy neighbors (and make it easier for security to note who comes and goes). Making it look nice so it's easier to notice when a tenant is doing stupid shit.
