It's sounds like treasury accounting/ cash management. I did this for a few years for a local school district. I would make the transfers to different accounts (payroll,AP, bond payments). Basically everything is pre approved and I would just execute the payments and enter the transfers into the accounting software

Even if a payment is pre-approved, the bank processing it still needs additional approval steps for anti-money-laundering, OFAC violations, etc. It's not really obvious that, for example, the Treasury is authorized to pay people who have been placed on the OFAC SDN list by the Treasury itself.
