The really hilarious part is that the new grading scales were initially gender neutral when they were first published. However, people began insisting that this could be discriminatory because women would commonly score lower and this would affect their eligibility for promotions. So then, the Army backed off a little and began to make a female grading scale just for promotional purposes. But the whining continued, so they just buckled and brought back gender separate standards.
