It would be manned by air force officers. I don't know where laws fall on this, since border patrol is more of a police action.

The cartels are still civilians, just highly armed ones.

I think the difficulty lies in getting clearances and training the border patrol agents. Also laws of engagement.

It would be more of a paperwork difficulty than any other issue.
