Back when I was in elementary, it was a leather strap that they'd hit you with. I got threatened with it a couple of times, the principal smacked it against his desk but I only got a warning each time. Some of the other kids weren't so lucky. We celebrated when it was banned, but I don't remember the behavior changing that much.
