Update on banner dimensions

Unable to load image

Since ezgif cucked themselves and now caps gif resizing at 1920x192, banner submissions must be 1920x192 instead of the former 2000x200.

That was an infuriating half hour.

Issues with files under 2mb being automatically de-optimized and rejected due to the new, larger filesize should also be fixed.

normal people who arent fancy graphic designers like you use browser-based freeware like pixlr to create frames and then make it into a gif with ezgif.com and optimize from there
