So allegedly, as Musk has been taking over the federal HR agency OPM , there was sensitive government info being funneled to Amanda Scales, one of Elon Musk's flunkies, and who apparently was not cleared to be handling such information. A redditor allegedly an OPM employee, posted this (now deleted):

Two federal employees are suing the Office of Personnel Management (OPM) to block the agency from creating a new email distribution system — an action that comes as the information will reportedly be directed to a former staffer to Elon Musk now at the agency.
The suit, launched by two anonymous federal employees, ties together two events that have alarmed members of the federal workforce and prompted privacy concerns.
That includes an unusual email from OPM last Thursday reviewed by The Hill said the agency was testing "a new capability" to reach all federal employees — a departure from staffers typically being contacted directly by their agency's human resources department.
Also cited in the suit is an anonymous Reddit post Monday from someone purporting to be an OPM employee, saying a new server was installed at their office after a career employee refused to set up a direct line of communication to all federal employees.

Let me get this straight, elon and/or his goons asked OPM IT to spin up a new email list that included all federal employees (a relatively mundane ask; every megacorp I have ever worked for or with has had a system for mass emailing every single employee from janitors to CxOs for things like holiday announcements, benefits info, etc)
And their response was "oh no no we can't do that, every announcement has to be manually filtered through two dozen layers of middle management" comprised of
So they find someone that will perform the task as requested, and now the people that refused to do the task are suing?
They're doing a wonderful job of convincing me there is no deep state here

Each agency is meant to be independent so OPM literally does not have the legal authority to retain all this information.

Okay, then why does the opm exist? Why aren't there a million miniature independent opm clones for each agency? What exactly does the opm do if they can't legally retain a list of their own employees that they administer benefits to?

Each agency has it's own HR that answers to the agency head. OPM's statutory role is issuing guidance in order to make sure all agencies comply with relevant federal law. Payroll is not managed through OPM, but I do think they manage the health and retirement benefits. They definitely have a list of all our names and probably our SS numbers, but very little other information unless we give it to them.
